Water Rate Assistance Program (WRAP)

Connecticut Water offers a variety of assistance programs for our customers including our Water Rate Assistance Program (WRAP), our Help 2 Our Customers (H2O) Program and through our partnership with Operation Fuel. Connecticut Water is also a participant in the State of Connecticut Low Income Water Assistance Program.

Connecticut Water now offers a Water Rate Assistance Program (WRAP) for income-eligible customers. It is the first program of its kind offered by a water utility in Connecticut. Through WRAP, income-eligible customers qualify for a 10%, 40% or 80% reduction on their water bill, excluding Linebacker service. Customers may also qualify for our H2O Customer Assistance Program and Operation Fuel offerings.

Guidelines for WRAP

  • Download the Financial Assistance Eligibility Authorization Form for completion by your local social service agency, community action agency or Operation Fuel. The authorizing agency will confirm customer's household income at one of three levels: 100% Federal Poverty Level (80% water bill discount), 200% Federal Poverty Level (40% water bill discount), or 60% State Median Income (10% discount). 2024/2025 Federal Poverty Level can be found here. 2023-2024 Connecticut State Median Incomes can be found here. 
  • Customers will need to re-apply to confirm income eligibility every 2 years.
  • If a customer moves, the customer will need to apply again for the new account.
  • Customers can receive WRAP, H2O and Operation Fuel benefits simultaneously.
  • Only Residential customers are eligible for WRAP.
  • Both Tenants and Owners are eligible.
  • Once accepted, the discount will be effective on the next bill cycle.
  • The company can remove a customer at any point from the program
  • Late payment charges are waived for customers participating in WRAP.
